The IMANI College Advocacy Center was founded in 1999 by parents and community leaders, in partnership with the Superintendent of the Montclair Public Schools, to address the persistent achievement gap between African-American and Caucasian students. The Schumann Fund provided a two-year grant for operating support.
The Newark Public Schools have been under state control since 1998. The state is now using its Quality Single Accountability Continuum to evaluate the operations of local school districts and to determine whether those districts currently under state control are ready to be returned to local control. Newark anticipates a gradual return to local control. With support from the Schumann Fund and other grantmakers, the Institute will develop a set of policy recommendations for the return to local control.
The Schumann Fund for New Jersey renewed its support for the Paterson Education Fund’s “Graduating Every Paterson Child” campaign, which includes outreach to middle school students and their parents, technical assistance to creators and leaders of small high schools and learning academies, and support for a student-produced publication about the college admission process.

In 1988, over the protests of parents, educators and community activists, the Newark Public Schools consolidated Vailsburg High School with West Side High School and closed the Vailsburg site. The Schumann Fund grant supported the development of an application for a charter high school in the Vailsburg section of Newark.
The Abbott Leadership Institute’s provides training to help parents and community activists become effective advocates for school improvement. The Schumann Fund provided support for continued expansion of the Institute’s programs.
The Committee of Advocates is an independent voice for and monitor of school improvement strategies in Newark, to which the Abbott Leadership Institute provides administrative and technical support. The Schumann Fund joined other foundations to fund needed staff.

The Charter School Resource Center provides potential developers of charter schools with the technical assistance they need to prepare their charter application, develop a governance structure, hire teachers and choose a curriculum. The Center’s goal is to support excellent charter schools responsive to the needs of their students and their communities. The Schumann Fund provided continued operating support.
New Jersey has two paths to a high school diploma: the High School Proficiency Assessment (HSPA) and the Special Review Assessment (SRA). The Schumann Fund supported a study of the utilization of the SRA by New Jersey’s high school students.

Cory Booker was inaugurated as Mayor of Newark in July 2007, with high expectations that his leadership would transform the city, and bring new philanthropic and corporate investment to it. For such investments to serve the needs of Newark residents, they should be responsive to those needs. To maximize the impact of philanthropic investment in Newark, the Schumann Fund, along with five other foundations, funded the position of philanthropic liaison for the City of Newark.
The Schumann Fund grant supported Secondary School Reform Network, the goal of which is to advocate for implementation of the state secondary education regulations, which require districts to create small learning communities, overhaul curriculum and courses to ensure academic rigor, provide students and families with personalized support from school staff, and ensure that new teachers have effective coaching and mentoring.

The Schumann Fund grant supported an evaluation of the impact on student performance of The Writer’s Room, through which 200 volunteer writing coaches work one-on-one with Montclair students.
The Schumann Fund supported the Education Fund’s campaign to expand utilization of the Earned Income Tax Credit in the Newark area.
The Schumann Fund made a one-time grant to the Historical Society to support the educational programming linked to the exhibit “Newark and the Legacy of the Sixties.”
Thirty-one percent of school children in New Jersey are children of immigrants. Many of them are poor. Learning English can be a major challenge for many of these children. The Schumann Fund supported the networks efforts to educate parents about their children’s schools, and to encourage parents to enroll their children in preschool.
The Schumann Fund supported NJRC’s congregation-based regional organizing.
There are enormous disparities in graduation rates between the state’s wealthiest districts and the ones with the highest concentrations of poverty. The Schumann Fund supported the Paterson Education Fund’s campaign to “Graduate Every Paterson Child” to address this disparity.

Parents and community members can play an effective role in improving local schools and advocating for public policies that will improve student achievement. The Schumann Fund supported parent organizing in six school districts in New Jersey.
The Abbott Leadership Institute trains parents to analyze data about their children’s schools and to gain the knowledge and the confidence to advocate for school improvement. The Schumann Fund supported the Institute’s efforts to increase the number of Parent Child Learning Centers.
The Schumann Fund’s grant helped to support a project director for the Committee of Advocates for Newark’s Children, a group of leaders from the philanthropic, corporate, non-profit and higher education sectors in Newark who are committed to the continued improvement of the Newark Public Schools.
In 1998, the New Jersey Supreme Court issued a groundbreaking ruling requiring that all three- and four-year-olds in the state’s poorest school districts have access to high quality, well-planned early childhood education. The Association for Children of New Jersey has built a statewide coalition to advocate for implementation of the order, and to support expansion of preschool to additional districts with a high proportion of poor children. The Schumann Fund grant enabled ACNJ to continue leading these efforts.

To provide technical assistance and information to philanthropies interested in funding early childhood education initiatives, and to carry out a state-based effort to improve early care and education.
Although significant gains have been made in student performance in elementary school since 1999, when the state finally began to implement the Abbott mandates, achievement in middle and high schools remains dismal. In 2004, the State Board of Education adopted regulations designed to increase student achievement and improve graduation rates. One of the key components of these regulations is that small learning communities be created within existing schools, or that autonomous small schools be developed, offering a rigorous curriculum and the social supports adolescents need to develop into competent, caring adults. The Schumann Fund’s grant enabled the Education Law Center to hire an experienced teacher to lead the effort to advocate for implementation of these recommendations.

New Jersey has the fifth largest total of immigrants in the U.S., and the second highest per capita total. The vast majority (80%) has entered the U.S. with legal documents. Children who have immigrated to the U.S. are one of the fastest growing segments of the public school population. The Schumann Fund grant enabled the Network to hire a coordinator to focus on education policy and enable the Network to participate in New Jersey’s school improvement efforts.
The Schumann Fund provided support for an intensive after-school and summer academic enrichment program for elementary school students, designed to engage teachers and parents in a focused effort to help close the achievement gap between low income children of color and their more advantaged peers.
New Jersey Future’s mission is to promote the implementation of New Jersey’s State Plan. The Schumann Fund provided general support.
In collaboration with the New Jersey Historical Society, Rutgers-Newark and the Gilder Lehrman Institute, the Newark Public Schools opened History High School, a small high school with high academic standards, in September 2006.
