The Newark Public Schools have been under state control since 1998. The state is now using its Quality Single Accountability Continuum to evaluate the operations of local school districts and to determine whether those districts currently under state control are ready to be returned to local control. Newark anticipates a gradual return to local control. With support from the Schumann Fund and other grantmakers, the Institute will develop a set of policy recommendations for the return to local control.
